After losing the Presidential election to George Washington, Adams became the country's first Vice President. Although his term started on March 4, 1789, Adams did not begin serving as vice president until April 21, because he did not arrive in New York in time. After losing the elect reluctantly served in the Cabinet and did not attend many Cabinet meetings. He is repor said that the position of Vice President was insignificant and Washington rarely consulted him on matters of importance.
Thomas Jefferson served as the first Secretary of State from March 22, 1790, to December 31, 1793. As Secretary of State, Jefferson was very active in issues between Britian and France. He favored France given their support of the Revolutionary War, but President Washington limited Jefferson's influence in this as he preferred to stay neutral. Jefferson and Alexander Hamilton, the Secretary of the Treasury at the time, battled fiercely which led to Jefferson's resignation from the Cabinet.
