Franklin D. Roosevelt
1971. The Postmaster General was part of the President's Cabinet from 1829 to 1971, at which time the Post Office became an independent agency of the executive branch.
Elliot Richardson held the most different positions within the presidential cabinet with four, having served as Secretary of Health, Education, and Welfare; Secretary of Defense; and Attorney General, all three under President Richard Nixon, as well as Secretary of Commerce for President Gerald Ford.
